Don't be quick to cut. We learn from observing... it has only been a month or so (if it shows signs of causing a problem maybe treat, but it is much better to learn and that only happens by observation) Orchids don't do anything fast... a month is nothing... six months you may see what it has decided to do.

I was thinking that those phal spikes are rather woody and strong, and it might punch through the leaf base the way it looks. It's up to the OP.

To be honest I have researched about in grown spike on Phalaeonopsis but no literature ever exist on them. Catleya has a lot but phals do not spike from sheats so I do not know how they can cause any in grown spiking

This is an updated picture of the growth and I can confirm that the base of the growth is creating a huge bulge below it cause the leaf to be distorted.

I agree with those saying it's a trapped spike.

Either it will correct itself, or not. I doubt it will harm the plant, and possibly will correct itself enough to produce a some flowers.
