Why won't this Cat Walkeriana bloom?

I said she did not look good because the rhizome is buried to deep in the media and the media looks like water retainer. This plant still looks good as a result of the former grower, I guess it does not have a good root and is buried too deeply, the eyes for the new growth will be destroyed by the water.
Cattleya walkeriana must have rhizome above the media.

By the way, all my orchids are growing in the terrariums.
