Default Anguloa growth problem

I'm not sure why but I've had an Anguloa clowesii that has grown normal bulbs but has not changed its size for the past six years that I've had it. It has remained at around seven inches tall, which is quite far from blooming size. It sits with my cattleya alliance plants with high sunlight exposure and potted in a plastic four inch pot with sphagnum moss and let slightly dry out between waterings. It also seems to be the only plant in my collection affected by scale which I can't seem to get rid of. I've tried neem oil and various other pesticides but nothing seems to get rid of them.

Since it's in moss, can you use a systemic insecticide in the media? Or use Bayer 3 in 1 to spray at regular intervals? These work for me.

It's a large plant with a large root system. A 4" / 10cm pot would be appropriate for a seedling. Move it up in pot size.
