If you buy from major breeders, they should be willing to ship flasks overseas.
However, part of the problem comes from seedlings getting jumbled with the agar during transit (= damage and major seedling loss). Some deal with this by opening the flask and stuffing it with cotton. This requires that you deflask immediately upon receipt.
I bought several flasks from Thailand last year. That was NOT a success. Somehow they rinsed out most of the agar before shipping, leading to a jumbled rotting mass by the time I received them.
