Under PA law, a landowner or a person with the permission of the landowner can do pretty much anything to a plant on the property as long as it isn't a federally protected species. They may not sell, barter, or export from the Commonwealth plants protected under the state code, but other than that there are no legal issues with your plan. Even if PA endangered plants are on the property it's legal to bulldoze them with permission.
