Cattleyas can bloom on new sheaths, old dried sheaths, or no sheaths at all, and sometimes all on the same plant. As dounoharm says above, don't cut the sheaths off. Be patient. My Potinara Redheart "Neptune" gets sheaths every fall but doesn't bloom until late winter or early spring. But I rejoice in seeing them anyway.
There are two buds developing well on one sheath and there are other buds in the second sheath but I don't know how many as yet. I posted pics on another thread about them.
