That looks like something in the "suspicous" range. Have talked to very good chemists (Like someone who taught chemistry at MIT) about getting salts out of media and believe that Water us probably the best. My understanding is that there is no chemical reaction that will "Reduce" the salt content (At least none that can be used) RO water is probably the best.
It could be that some type of detergent might help disolve the salts and not harm the plant but cannot vouch for anything. It might be that what you are suggesting would fall into this category.
