No, we have no way of determining virus status at the judging table. If a flower looks normal, we assume it is. There are things that we can require before an award is made official, including identification of species or registration of new hybrids, but I've never seen a provision for virus status...
That said, we obviously won't award anything that is blatantly messed up, streaky flowers, weirdness... Lots of things that we might see and say 'virus' (or 'poor culture' or '???'). If I see a plant that I suspect is virused based on its appearance I will definitely not judge it.
The handbook does say something about pests, you can't get awards on infested plants. I don't have the handbook handy, but I (personally) would extend that interpretation to obvious virus if it isn't already explicitly forbidden.
