Banrot is Thiophanate-methyl which is a long time treatment for fusarium. It has been used so much that many strains of fungi are now resistant to it.
We use Thiophanate-methyl as a rotation since no fungicide should be used more than twice a year. But we do not expect much from it.
The effective drugs like Heritage cost $500 a pound.
Your description of browning from the rhizome up the pbulbs sounds like fusarium. Since it prevents water from going into the pbulb it is giving you the mummification effect.
Remove the plant from the pot and cut off the bulbs showing the problem plus one more good pbulb. If the rezone cut looks clean and healthy you can save the rest. Otherwise remove more until you have hearty rhizome. You may have to discard the plant.
leave the plant out of the pot a couple of days to harden the cuts. It works better that coating the cut with medicines and costs nothing.
