Importing flasks from thailand to Canada Male

I sell mostly flaks to Europe, so i'm more used of rules for there. But the CITES office of Bangkok says that no CITES is needed for flasks, only Phyto.
I've been to the office many times and they always say that CITES is only for plants. To Europe, I can confirm that only Phyto is needed as I sent already many there.
